Below is an application for membership to SECC and the proposed By-laws. Those of you who are paid members at this point need to review and give us the yeah or nay ASAP. The rest of youlook them over and if you see any additions or corrections let us know as well. Remember membership into SECC will give you discounted prices at all events. You'll get your $100 back in the first event this year.

By-Laws
ARTICLE I – Name and Purpose
Section I. The name of this group shall be the SouthEast Corvair Council (SECC).
Section II. The purpose of the SECC is to preserve the Corvair automobile and generally promote the Corvair hobby. The SECC shall organize and manage activities for the benefit of its members. Such activities may include but are not limited to time trials, auto-crossing, car shows, rallies, and driver and safety education.
Section III. The SECC is a non-profit organization
Section IV. The SECC is a Special Interest Group (SIG) of the Corvair Society of America (CORSA).
ARTICLE II– Membership and Dues
Section I . Membership is open to all aspiring to the aims and purpose of the SECC. All SECC members must be members of the Corvair Society of America (CORSA). Only members that are current with their payment of the SECC annual dues are eligible to participate in the SECC moving event.
Section II. Dues are $10/year which include spouses and are due on the 1st of January each year.
Section III. A member in good standing shall be current in dues paid to SECC and CORSA
Section IV. Membership termination. Membership shall be terminated for non-payment of dues to either SECC or CORSA (grace period of 60 days), or other acts considered detrimental to the SECC.
ARTICLE III - Officers
Section I. President: The SECC President shall preside at all meetings of the SECC meetings. The President shall appoint committee chairpersons at the first opportunity after assuming the office. The President shall have power and duties usually vested in the president of an organization.
Section II. Vice-President: The SECC Vice-President shall serve in the absence of the President and shall assist all committee chairpersons. The VP shall also be responsible for receiving ballots for offices and counting them to determine a winner.
Section III. Secretary: The secretary shall handle official correspondence for the SECC and shall take and keep minutes at all meetings. The secretary shall provide a copy of the minutes to the Newsletter editor in a timely manner.
Section IV. Treasurer: The treasurer shall collect and disburse the funds of the SECC as may be ordered by the president as a result of a vote by the membership. The treasurer shall render a financial report of the SECC at the meetings of the SECC and whenever the president may require the same. The treasurer shall collect dues from the SECC members and provide a membership status to the president and newsletter editor. The treasurer shall keep an up-to-date register of names and addresses of all SECC members.
Section V. Event Chair: The SECC Event Chair will be responsible for the management and running of the moving events. Any person responsible for event administration, registration, publicity, track coordination, technical inspection, etc. shall cooperate with the event chairman in order to run a successful event.
Section 6. Site Chairman: The site chairman is responsible for finding and negotiating for sites for the SECC moving events. As a minimum, the site chairman will find two sites for moving events per year (preferably one event in the spring and one in the fall). There is no limitation to running just two moving events per year.
ARTICLE IV - Elections
Section 1. Nomination of Officers - Any SECC member in good standing can be nominated by himself or by any other SECC such member for any office.
Section 2. Selection of Nominees – Nominations will be submitted in writing to the Vice President. Nominations will be posted in the First Quarter (Jan-Mar) SECC Newsletter. Mailed ballots or signatured e-mail responses must be returned NLT 30 April. President and a designated officer will review and certify the results. Newly elected officers will be posted on the SECC website by Mid-May and in the second quarter newsletter. Officers’ terms will begin in June of each year.
Section 3. Any vacancies occurring during the officer term year shall be appointed by the SECC President.
ARTICLE V - Committees
Section 1. Executive Committee – All Officers and Past President. Need 4 of 7 people for a decision on financial matters of over $250.00 for a commitment or expenditures. Executive committee will also approve of site for moving events.
Section 2. Publicity/Web Site - The chairman is responsible for creation and update for the SECC web-site; will be responsible for announcements of all SECC events. The SECC newsletter will also be posted to the SECC web-site.
ARTICLE VI - Meetings
Meetings for the SECC shall be called by the President when required or appropriate. President will conduct a meeting at moving events when practical.
ARTICLE VII - Newsletter
Section 1. The SECC shall have a Newsletter called the “Southern Cross)”
Section 2. The Executive Committee shall appoint the editor of the newsletter.
Section 3. The newsletter will be published at least quarterly (distributed by 30 Mar, 30 June, 30 Sept, 30 Dec). The Newsletter shall be mailed to the SECC members that request it. It also will be sent to CORSA, CORSA officers and other selected clubs and organizations.
Section 4. Content of Newsletter . As a minimum the newsletter shall contain minutes of the meetings, schedule of events, results of the events, Officers-phones-emails, and the Point of Contact (POC) on information for events.
ARTICLE VIII - Amendment to By-laws
Amendments to these By-Laws shall be made with approval of 2/3 members in good standing of the SECC.
