[V8Vairs] Thought- Cooling Pipes

I have been driving my Toro V8 daily. Now obviously its setup is different 
then 
what you guys are discussing.  In my case the radiator is in front of the 
engine, with the stock belt driven cooling fan with thermostatic fan 
clutch.  It has a scoop under 
the car to feed air to it.  For the last week in some 
very unpleasantly cold weather,  water temp has  never climbed above 140. 
Will a different T-Stat help? 
What is a good range for the water?  Min, max. 
What is good range for oil 
temp?  What is maximum?  I have seen 230, wondering if that is to high.
