My 2 cents worth - after having removed and replaced a number of em dash pads.  DO NOT put the panel on with no glue and DO follow the glue application area instructions in the assembly manual.  Why?  Because the em dash pad will curl up and pull out of the hold down strip that's up against the windshield if you don't glue it down.  If you don't use enough glue, or if you put the glue in the wrong places, you will eventually get large bubbles in the dash pad.

Admonitions to completely test the trim and fit of the pad before putting glue on the dash panel are correct and the recommendation to use two people is also a good one.  Also, it helps to do the work in the shade but with ambient temperatures of 70-80 deg F.  Any higher temp and the glue will set up too quickly.  Any less temp, and the dash pad will be too stiff to work with.
