Harry, you might try dissolving the bolt by chemical means (nitric acid), or EDM (electric discharge machining).  EDM works especially well on harder metals like broken taps.  The following link has some discussion on these methods.  I've seen a web article on making your own EDM, but I couldn't find it now.  Hope this helps.
