Phil,  you can use an oxy-acetylene torch to free up the nuts, or use a nut
splitter.  In either case, you'll have to replace the nuts.  It sounds like
you want to set the camber, and if the nuts are that tight, the bolts are
probably rusted in solidly to the 2 special washers at the end of the tube
through the strut rod bushing,and wont allow turning the camber adjusting
bolt.  If that is the case, my experience is that you have to end up heating
up those washers with oxy-acetylene which burns the strut rod bushing, and
then you have to replace the strut rod bushing.
