I would sand, prime, and use some touchup paint on the area. If you can't
get all the rust off, you can put on some POR 15 (http://www.por15.com/) or
Eastwood Rust Encapsulator (http://www.eastwoodco.com/rust-inhibitor.htm),
wait until it is dry, sand lightly, prime, and spray some touchup paint on.
Both these products are expensive (just paid $30/quart for the Eastwood, POR
15 is about $37) but they are great for protection. I used POR 15 on the
battery shelf of my 66 Monza, after having to weld in replacement pieces for
the fender bottom and shelf, and didn't even paint over it (available in
black and silver) althouigh if it is exposed to sun, you should protect it
from UV by painting (Eastwood says it doesn't need protection from UV).
The rust product you gave a link to is one of the type that converts the
rust to a phosphate coating, which can then be painted, or even left without
paint. It will eventually start to rust again, in a couple or three years,
but maybe you will be ready for a full paint job by then. It has the
advantage of being cheap and available all over, at any parts store,
hardware, or Walmart.
