<VV> Old Car ID - Non Corvair

I am trying to identify the make of an old car in a family picture from 1928. 
 The car has 1928 license plates, so it has probably no newer than that and 
looks to be new in the picture.  The picture has a good view of the front of 
the car and it's radiator emblem.  The emblem consists of two overlapping round 
logos, with one logo offset slightly higher on the right side of the car.  
Both of these round logos are probably about 2" diameter.  I can't make out the 
lettering on the emblem.  The radiator cap is similar to old Pontiacs, but I 
can't be sure and I don't know what radiator emblem Pontiac used back then.  I 
can email a jpeg picture if anyone thinks they can help.
