<VV> Starter Test?

With a 140 PG engine completed and back in the car, I turned the ignition 
switch to hear the starter spinning nicely, but no engagement with the TC teeth. 
I suspect the solenoid, but not sure. I have an extra starter with a good 
solenoid, but not sure of it's motor. How can one test a starter on the bench with 
a 12V power source to ensure that it is good before removing and swapping the 
one in the car?
