<VV> Gas Pedal / idle problem

I got the carbs back from Grant and they are sealing fine now. I can now get
the engine to idle down to around 800 rpm.  I can blip the engine using the
cross shaft and it will rev up and settle back down to idle.  However when I
drive the car it will not return to idle.

Is there some place that the gas pedal can be sticking?  Why doesn't it do
it when I use the cross shaft to test it?  I'm just releasing it and letting
it return on it's own.
