<VV> No Corvair - Truck Parts?

Where would I look to find the black fringe material that some 18-wheel trucks have installed over their tires to cut down on spray?  I need something like that for an non-car-related project.

P.S. UPS and Exxon deserve a round of applause for going to this expense.  I don't know that it does their trucks any good, but it sure makes passing them in the rain a manageable job.  True gentlemen, they.
