<VV> pcv/road draft tube

I started thinking last night, after I discovered that I painted an early
fan shroud, what the advantage to a pcv system is versus a road draft tube
and vise versa.  Anybody want to explain?  This is for my 110hp engine going
in a '62 PG rampside.  Should I put in the pcv system, and if so what do I
need to accomplish this?  I am thinking that I will just use the road draft
tube.  What years were the road draft tubes used?

Second question:  How does one torque the flex plate to Converter bolts?  I
cannot get my 3/8" drive beam torque wrench with socket in the access hole
to do this.
