A mini-convention in any region apart from the region in which the big
convention is being held, must be able to stand on its own.  If an Iowa
mini can be justified in its own right, fine.  If it must "compete" with
Portland, then the underlying premise is faulty.

So, the key questions may be:  If you ARE planning to go to Portland, would
you opt for Marshalltown instead; and, if you ARE NOT planning to go to
Portland, would you opt for Marshalltown.
