The gas pedal itself may be rusty where it attaches to the floor.

Try removing the accelerator linkage from the carburetor cross
shaft, then operate the gas pedal to see if it still sticks. If
it's still sticky, there's a good chance the rod at the base of
the gas pedal is rusty.

You'll have to remove the front carpet (assuming the car has
one), you can then see the base of the gas pedal and the rod it
attaches to, and where the rod goes under the car.

Try spraying some rust solvent on the gas pedal rod and work it
back and forth to see if that frees up the pedal. If not you may
have to remove the gas pedal from the car, hopefully the bolts
holding it to the floor won't break when you try to remove it. Be
careful trying to remove the bolts to prevent further problems!

You'll have to jack up the car, safely support the car, remove
the long tunnel pan from the bottom of the car, then you can see
where the gas pedal rod attaches to the long accelerator rod
that's under the car.

Remove the clip holding the two pieces together, then you can
remove the gas pedal from the car (hoping again the bolts holding
the gas pedal to the floor don't break).

You can then try working the gas pedal outside the car using rust
solvent, take the gas pedal right off the rod, remove the rod
from the support bracket and clean everthing up. Put some grease
on the gas pedal rod where it goes through the support bracket to
keep it from rusting up again. Reverse procedure to reinstall.
