I guess the real question here is what made the 1 inch hole in the
original tank, and what is it's condition otherwise.  If someone punched
a hole to get the gas out, and there is no other problem with the tank
(no internal rust), I would solder a patch over the hole.  I would then
use a tank coater to treat the inside of the tank to be sure there isn't
a spot nearly rusted through just waiting for you to install it and fill
it up before showing itself.
The 'rust' in the replacement tank might be the remains of dried up
gasoline.  If so, it would cause you all kinds of grief with plugged fuel
filters and carb jets.  I would not use it unless it was cleaned and
coated.
