<VV> carb adjusting

I have a LM carb that I have been rebuilding.  Finally got it put back
together and started in on the adjustments according to the '65 Shop manual.
I made it to step 15 of the assembly and adjustments before I ran into a
problem.

>From the Shop Manual:

15.  Adjust Vacuum Break as follows:
> Hold vacuum break arm in against diaphragm.
> Measure clearance between lower edge of choke valve and wall of bowl
cover. Clearance should be .180" - .195" (fig. 14).
> If necessary to adjust, bend diaphragm link.
> At this setting, .....

Before I go bending the link do I need to push the vacuum diaphragm arm in
until it bottoms out to take the reading or just take up the slack?
