<VV> 140 backfire/carb issue..

Rebuilt the carbs on my 66 140 after the car had been sitting for about
10 years. When I put the carb synchronizer on the primary carbs, the
pass. Side goes up to the first line. The driver side just floats off
the bottom. I also get a backfire out of the drivers side tailpipe after
holding the gas peddle above idle, speed fluctuates up and down 500 to
1000 RPM... Seems to idle fine. What should I look for? The driver side
muffler was FULL of insulation from a mouse nest...
