16.6 volts is full charge, and is possible shortly after starting or a low
battery. But not for long. Time and mileage are relative. After 3 miles, it
should start to go down. If allowed to full charge, it will ruin the battery
and electrical stuff will be short lived.

If this continues, yes, the regulator would be suspect.
