Actually, it IS a Mity-vac that is connected to a suction pump reservior.  I made one of these using a cheap clear plastic jug with a screw on top, like a mason jar made of plastic.  I placed a barb fitting on for the outlet that connects to the Miti-vac and a dual barb thru-hole fitting for the inlet.  Then I connect a hose that goes to the bottom for the inlet.  That way, once the liquid is covering the inlet tube, air cannot leak back up the tube, since it is below the surface.
