Likely the shifter problem is in the coupler connecting to the shift shaft of the transmission.  Usually, but not always, the pin wears and can be easily replaced for less than $10.  This helps the issue and usually cures it.  If the shift coupler is worn, it can be replaced also for a little more money.  If the hole in the shift shaft of the tranny is worn, and this can happen for higher mileage cars, it is more difficult to properly repair since the shift shaft is hardened and resists drilling or reaming.

The 63 turbo is 145 cu. in. and is 150 hp.  I THINK the 64 is 150 hp also, but certainly is 164 cu. in. in size.  Cost difference should be small, but the 64 is worth more and much more desirable since the engine is larger displacement and of the later, and larger, displacement.
