<VV> PG shift cable

I need to reinstall a PG shift cable.  Does the shift lever on the dash need
to be in any specific position?  What do I need to do to get the ball on the
end of the cable to catch?

Also, pictures show a throttle shaft seal on the PG transmission.  Can this
be installed from the outside?  Where is it?
