There is a high resistance connection somewhere in the bulb circuit. Maybe a 
connector. Maybe the field relay contacts. Here's the circuit: bat + goes to 
the junction block and from there goes to the ignition switch and then one side 
of the bulb. With the engine running and the alt working correctly, voltage 
from the alt pulls in the field relay whose contacts close and put battery 
voltage from the junction block onto the other side of the bulb, extinguishing the 
bulb. So somewhere there is a high resistance connection causing a voltage 
drop across it and lowering the voltage on one side of the bulb.
