The mileage sounds terrible......but is it all city "stop and go"???    The 
A/F ratio seems very rich.....

I see 12.8-13.4  on the few cars I've had tested.....but this is standing / 
no load readings...I miss my "Hawk"  A/F  meter that rode in the car with me!

1  Even if you are running a mechanical pump.....they can put out as high as 
7psi!.....try a regulator..set a 1.5psi to start.....

2   You talk of timing ....but only "initial setting"......forget your Dist. 
PN.....it's 40 yrs old....what mechanical advance do you get.....and what VA  
is going on?

NOTE:   if you do not have access to a timing light.....or a distributor 
machine.....you or anyone for that matter can send me an extra dist.    and I'll 
"re-curve" / setup /adjust the VA  to get you the optimum mileage..$20  plus 
postage]....since I know your setup now!

With your SafeGuard, you'll be able to see if the "trick"  curve / VA  is 
harmful or not.
