Let's  not forget other things.  If the timing is good and the jets are at 
the  low end of normal...  Is the muffler plugged? (Check for vacuum trending  
down at constant rpm).  Are the wheels aligned?  Air cleaner clean  and free 
flowing?  Cam installed correctly?  (Check vacuum at idle  and compression)
Except for the alignment, all these things reduce airflow through the motor  
and foul-up carburetion.
