Actually they were available (as a option) on GM big cars as early as 1974. 
Few bought them so the General just complied with the market.

Not the first time, the 1956 Fords had a host of safety features that the 
public could care less about (but the 1961 Thunderbird I took my driving 
test in had seatbelts.  Found out early that it was much easier to drive 
fast if tightly attached to the seat.
