That clip Harry refers to can be almost impossible to get at.  I found that a hook screwed into the end of a 1/2 inch dowel allowed me to open and close it with only a moderate amount of fussin' and cussin'.

Yup, there's a clip above the gas tank that keeps it away from the steering
shaft. Gotta unhook it first.
