The simple answer is yes.  Actually it will depend on the rolling radius of 
the tires.  Assuming 225/45-20 tire, it has a radius of 14 inches.  Stock 
is in the 12.5 range. This is a 12 percent increase in radius.  The same 
brakes have to act over this longer distance; thus, reducing their 
effectiveness.  Could you notice the difference?  Probably not as the stock 
Corvair has generous braking for its weight.  Just figure on a 2% increase 
in petal pressure (petal to master cylinder ratio is 6:1) to achieve the 
same stopping.  Now if you could find a 225/35-20 tire, there is no change 
as the tire radius would remain stock; thus, braking remains the same.
