Yes, body fillers and most primers are porous. Just spraying primer on to
protect metal from the elements does no good, rust will form under the primer
and will then leach through. Optimum protection is to primer the bare metal,
then use your body filler and then prime again and either use an epoxy primer
which will seal it, or spray a primer sealer over other types of primer. An
inexpensive way to protect bare metal until you have time to get in and do it
right is to use a rattle can primer and then use a rattle can enamel to seal
it.
