<VV> noise (no Corvair)

I can only wish that you lived in an apartment complex where just a few of
the residents have Harleys with megaphone exhausts and no mufflers. These
guys always come home around two AM or leave for work around five AM, or
both. Is this free speech or just free noise? Of course, you'd appreciate
and admire the constructive mods that they did.
