<VV> "silver" penny

I failed to make it clear that this is a newer minted penny.

I am familiar with the steel pennies of the WWII era. Though I have only
seen one once.

It appears that this may be a penny that was used to play with plating,
or even possible that it may be one that has never been plated. But does
anyone know how I can tell the difference?
