Have done more research into HVAC and this is correct. Reducing the flow by 
50% by blocking the outlet will reduce the power consumed in a blower by 
25%. Efficiency suffers but the total power requirement does go down. I 
imagine that the Corvair fan exhibits similar characteristics.

I was mistaken (only excuse is that I have done very little work with high 
flow/low pressure devices, was assuming that it would act the same as a 
supercharger. Was wrong.

Can always learn and learn fastest from my misteaks. Thanks to those who 
took time to correct me. Whodathunkit.
