Another thing to try on such rusted items is an old Navy fix:

Oil of Wintergreen. Still sold in drugstores and groceries in small (1-4OZ) bottles as a liniment, the Navy stocked it in 1quart bottles.  Known to Boatswains'Mates and other Deck Apes as "Nutcracker". Loosens up many a bolt where the exposed threads have been rusted by salt water. less than a buck at the drug store
