AH!  It's got Clarks Weber carbs!     The SCREWS  you mention.....cannot 
screw down tight....they  need to stay just slightly loose....so the linkage will 
move! Are you sure a "sleeve"  doesn't go over the screw...to stop it from 
tightening against the linkage?

PS  get him to get YOUR  mechanic bud to fix it!
