Ok, here's the latest.
 
I took the float cover off and there was maybe 1/4 inch of gas in the bowl.
I checked the float drop - 5/8 inch as per the book.
 
I checked and the choke was fully closed.

OK, so it's hard to start without pumping the gas a bunch and it starts OK
with starting fluid.  Is the choke closing fully?  Is the float level
correct (not low).  Is the accelerator pump working (I know, it's hard to
see), and finally, are you pumping the gas once or twice before you crank it
over (these babies aren't fuel injected ya know ;)
