There is *registering* (getting a tag) and *titleing* (declaration of 
ownership). Can see a vehicle inspection state requiring the first before 
tagging but requiring titleing as soon as a vehicle changes owners.. Here 
in Florida the state wants it's tag money regardless - even mobile homes on 
foundations and with wheels and axles long gone must be tagged every year.
