Hi Joe,

First make sure that the pump hold down bolt is seated in the depression 
(hole) on the side of the pump stem.

There are a couple of simple tests to check the gas flow. With gas in the 
tank (you did fill the tank didn't you?) first crawl under and remove the rubber 
hose at the tank outlet. Put a container under the outlet. Use proper 
precautions with gas here. Gas should flow from the tank in a steady flow.

OK, good then jack up the front end of the car as far as you can, then go to 
the engine compartment and remove the inlet pipe (tube) to the fuel pump. Gas 
should again flow in a steady stream. Use a catch pan. An alternative is to 
use a bicycle air pump and blow air backwards to the tank, You can hear the 
bubbles in the tank if it's all clear.

If all is good so far, check the pump for operation by loosening the holddown 
bolt, and and manually pushing the pump up and down. You should be able to 
hear the gas flow if the carb bowls are empty.

If all is good so far, there may be some problem with the carbs (but both?)
