The first suggestion seems to always check for good grounds on your dash so 
let's start there
secondly make sure all your connections are correct and tight on the fuse 
block. You may also have
a fuse(s) that look okay but are faulty. Did you use all new fuses with 
your new harness and fuse block
or did you ULTRA???
