Thanks for the responses.  I went to the horses mouth (so to speak) and called the state police office in charge of state safety inspections.  He said he that antique/vintage plated cars are exempt from safety inspectons both by Governor's proclamation (that started the inspections) and by state code and he told me where to find them online.  He also said he had a '74 Vette :) and he kept a printout of the code in his glovebox.  He also said the way the the restrictions are written for the antique plates, you can drive your car every day.  It allows for pleasure drives and there's no limit on them other than they can't be more than 250 miles from your home.  You can't drive it to work all the time though.

I'm confident my car would pass inspection but it's a hassle getting my 2 transportation cars inspected every year - I don't want to do a third if I don't have to.  If I find myself wanting to use the car more often and in a more utilitarian way, I'll change over to regular registration and get inspections.  I haven't decided that at this time.  I like driving it now but I'm sure I'll feel differently when it's cold (my car's a convertible).  

I can't believe the York County sherrif's department doesn't know the law on this.  It wasn't that hard for me to find out and I'm just a guy.  I'll definately be keeping a printout of the governor's proclomation and the code section with relevent lines highlighted for easy reading.  Hopefully that will fix things. 

Well at least my immortal soul was saved from eternal damnation so this morning wasn't a total loss!
