Thanks to all on the list, particularly Charles Morgan, JR Reead, Jim Davis!
You guys had it exactly right. In my tunnel visioned stress, I didn't notice the regulator's grounding wire was still on my dark workbench. Worse, when I compared one car to the other, I didn't see the difference.  Oh well, both Forrest Gump's mother and my own mom said it best: "stupid is as stupid does."  
The regulator's grounded and all is well. Except that some unknown assailant punched in a fender yesterday.   -ron 65,66
