I did a quick google & found a forum discussing the subject
(http://www.skyroadster.com/forums/printthread.php?t=1148).  One person
stated: It is the flange where the wheel meets the tire. On conventional
rims, there is a lip or flange which you could probably go look at on
your own car. Lately, it has become stylish to not have these, but the
problem is that they are difficult to put tires on. New processes have
been and are being developed to mount tires on flangeless wheels
quickly.
