Here's your problem! 

With air cleaner off......engine cold.....holding throttle slightly open.....

Turn  choke cover in both directions....until you get the feel / sight of the 
butterfly moving

Adjust so it closes to withing 1/8"......

Scenario now......   choke is too far closed......rich......engine starts but 
starved for air. [ no choke pulloff]   as the choke warms / opens   idle 
picks up.....
