Yes! the used car salesman's trick. Works just fine, but temporary. 
Change the belt. And yes, change any idler that is complaining, 
serpintine or timing belt! Ignoring this costs money.
Never use WD-40 on belts. Belts have to have friction to transmit power. 
If you lube them too much, they just slip and do not transmit power, 
slip off.
