AFAIR that was because "one key fit all" and you could leave a car with a 
parking valet without them having access to the trunk. Once cars came with 
two keys the "feature" was unnecessary. The single key locks are 
identifiable by the ears on the lock mechanism and the separate "Lock" and 
"Off" positions.
