It is definitely not supposed to be that way. The keys or the lock are worn. Keys on our new 65 and 68s would both stay in. If the key is worn enough, it's removable while the engine's running. With my cars, it's always been worn keys. Don't replace the lock. Consider it an undocumented feature. -ron 65,66
