Crude from the strategic reserve (salt domes) will do nothing to alleviate shortages and price hikes until the refineries are back in service.  The supposition is that the refineries and pipelines will be back in service much sooner than the production operations in the Gulf Coast region will be back to 100% capacity.  Thus, the strategic reserve oil is just being "loaned" for that time period between which the refineries are operational and the production facilities can be brought back on line to something close to 100%.

Remember that refined products from the Gulf Coast region supply most of the Eastern and Upper Midwest states, as well as the Gulf Coast states.

What good would the crude do since the main problem seems to be the shut down refineries?
