First TELL us what YOU'VE found!   

Did you check the fuel level in the bowls when you removed the tops? [ half 
full with float  gone]

Did the gasket have a 3/8"  hole in it? [ the vent!]

Were the Cluster's Needle holes clear? [ see light thru them? ]

Are you sure you have adequate fuel delivery to the carbs?

Are BOTH your chokes opening fully when hot?

Did you ever think to ask the PO....why the original carbs were replaced ?[ 
not the 1st replacement but the 2nd]

Have you come to the conclusion that the PHONY  vent in the top is something 
that is just in the way; and airflow will be greatly improved if it's gone?
