Notches in the gasket/insulator installed wrong or no notches at all?.
  Have you blown down the idle vent hole in the venturi cluster with 
compressed air?
  In some cases of long neglect the lead plugs in the channels to the idle 
circuit have to be removed and the circuits cleaned out. Use 10/32 set screws to 
replace the plugs.
