Up here in the snowy, salty North, I use sheet metal called satin coat which has a very light coat of galvanizing on it and is very easy to weld.  There are no obvious fumes during welding, but appropiate safety venting is still in order as has been mentioned by others.  And with the coating, it resists rusting until you have painted it and even beyond as the zinc is, of course, sacrificial.
On the lower windshield panel from Clark's, I've never had a fit up problem because I install the front grille when I set it up the panel to fit and weld.
