Actually common in GM. First saw it on 63 (shiny) vs 64 (brushed) 8-lug 
hubcaps. Was told that for the first year or so the tooling was good enough 
for a shiny surface but as it wore, the tooling could not maintain the same 
surface finish so it was changed to "brushed" to hide the fact.
