<VV> Odd Steering Wheel

Is is possibly an old Motolito wheel? Does it have a large center hub? If so, what does it measure?

Among the finds in the dig was a 15" leather covered steering wheel apparently from the late '60s. Three black spokes with two holes in each spoke with a very slight dish and looks a lot like the wheel on the prototype 1969 Trans Am which was subtly different from the later Pontiac Formula Wheel. 
 
Posted once before but just noticed a script "ola" or possibly "oba" on the left spoke when cleaning up. Bolt circle is just slightly larger than the current Grant but has seven bolts instead of five as current Grants or six on the Pontiac Wheel. Have had for years but just curious what it is.
