Chuck, I've seen two types of this kind of light. One has a small bulb in
the bottom of the main reflector that produces a soft glow across the entire
headlight area. The other has a halo ring a la BMW.
These small bulbs are what the red and black wires power. Typically people
hook them up
 to come on with the parking lights for a pretty nice effect. "City Lights"
refers to a practice in Europe and Great Britain (now extinct, I believe) of
driving with no main beams on at all, just these "City Lights". The thought
being that with the typically brightly lit city streets there, main beams
aren't needed (saves the battery, don't you know <G>). Or, in our case, I
suppose you could tie them to the turn signals too.
I bought a couple of the "halo" type for my '66 Sedan. What do I think of
the main beam performance? Well, don't expect to see much at night, they're
terrible!
